Fines for foreigners while driving a vehicle registered in the UK?

I was checking on the network, there are many talking too much of a traffic ticket on a European level "system" that allows a country to send the bill to a driver other country that has broken the speed limit or something well. But nothing concrete, and apparently the only country where this happens is Ireland. I live in Dublin and, usually, to apply speed limits, but walk a more than fear in Northern Ireland because it is part of the "land-Big Brother" (UK), I know is full of cameras there. But I spent four days in Scotland today, and I wondered how someone with a vehicle registered in Spain is likely to be fined. Just for my record, guys like me (again) does not respect my 30/60/70 mph. Thks very happy Christmas. – The Brazilian man in Dublin (by the way, I mean speed fines, fines for parking. Thks)

No drivers No No Aliens stop speeding. I am a perfect example ….. taken three times in Ireland, no fine or points. You'll not in Scotland or a fine.
